Detailed Narrative Description of Project:

The project was a series of assignment to evaluate the Sindh Arid Zone Development Authority (SAZDA) and Rangeland and Livestock Improvement Project (RLIP), with a view to assessing the present institutional framework and social strategy, suggesting improvements and alternatives. The capacity and readiness of the Tharparker Rural Development Project (TRDP), a local NGO, to undertake rangelands development in an environmental programme was also assessed.

As a final component, an extensive and in-depth training programme was undertaken for the Planning & Development Department, Governent of Sindh for covering social, environment and appraising capacities with a view to strengthening support for rangeland environment projects in Sindh.

Evaluation of the Social Strategy in the Pak-Swiss Rangeland and Livestock Improvement Project in the Sindh Arid Zone

The evaluation focused on people's participation in selected villages and the lacunae in the adopted social strategy. A simple and appropriate framework for the participatory monitoring of community participation was also developed.

A New Institutional Framework for the Pak-Swiss Rangeland and Livestock Improvement Project (RLIP) in the Sindh Arid Zone

The objective of this study was to propose an institutional set-up which is more responsive to community needs, which would guarantee proper project implementation at the village level, based on a participatory approach, and simultaneously enable the continuation of the technical and research component of the project. The recommendations of the report served to develop a new institutional framework for RLIP.

Proposal for a Women's Community Development Department in the Pak-Swiss Rangeland and Livestock Improvement Project (RLIP) in the Arid Zone of Sindh

The RLIP was a cooperative effort by the Sindh Arid Zone Development Authority (SAZDA) and SDC whose objectives were to improve the conditions of people living in the Sindh Arid Zone. The objective of this consultancy was to prepare a proposal for the development of a women's community development department in the RLIP. It also entailed an assessment of women's community development in the project villages of Thar and Nara, as well as training of the Programme Officer, WID of the RLIP in community development concepts and research and report-writing methodology.

Thar Deep - An Emerging Experiment in Indigenization (An Evaluation of TRDP)

The purpose of this evaluation study was to assess the capacity and readiness of TRDP to extend its current geographical area, expand into new sectoral activities and adopt SDC as atechnical and financial partner.

Routes to Common (Private) Ownership on Gaucher Lands

The purpose of this evaluation study was to assess the present land owing systems and their legal framework, & to see whether any new change in the ownership pattern is possible. The historical and current land tenure systems are official, customary and applicable.

Training & Capacity Building Workshops

These services were rendered in the form of a series of short term inputs. These include the following:

Blanket Training Programme for Institutional Development of the Planning and Development Department, Government of Sindh
(A series of fourteen workshops)

A series of workshops on assessment, project development, appraisal, report writing & computer skills were organized and conducted. These dealt with basic concepts and techniques addressed, design, appraisal, & implementation of projects. The workshops introduced & reinforced several key themes such as participatory development, community based sustainable development, gender issues, & environmental concerns. Workshops were based on assignments that were 'real' (not fictional exercises) and on learning concepts & then applying them in practical work.
