Ms Simi Kamal (Was on long leave from August 2010 to Mid April 2020)
Chief Executive, Founder & Proprietor

Simi Kamal is a geographer with 38 years of experience in establishing institutions, building platforms and developing programs in her areas of specialization: water, poverty and gender. She is the Founder of Raasta Development Consultants and was its Director and Chief Executive from 1989 – 2010. She has recently taken over the reins as Chief Executive of RDC again in 2020. During the gap of ten years (From August 2010 - April 2020) she served on two long-term assignments: as the Chief of Party of USAID-supported Gender Equity Program and the Head of Grants and Programs at Pakistan Poverty Alleviation Fund.

As a water professional, her work has covered water rights, groundwater, irrigation, agriculture, food sectors, environment, climate change, land and water systems and conservation. As a poverty alleviation practitioner she has focused on inclusive development, assets transfer, public goods and poverty graduation models. As a women's empowerment advocate she has promoted gender equity and equality across the board, and as a women development professional she has worked on mainstreaming women's agenda in research, training, programs and policy. In addition to her in-depth experience in Pakistan, she has worked in South Asia, the Asia Pacific region, the Middle East, Europe and Africa. She has traveled to over 50 countries and served on numerous boards, committees, task forces and networks.


Ms Kamal has extensive expertise in program design, research, analysis, consensus building, capacity building, mentoring, policy and strategy. She has headed over 200 assignments and postings as Chief of Party, Head of Programs, Team Leader, Advisor and lead consultant. She is the author and co-author of over 180 research, evaluation and impact assessment reports, over 30 handbooks and training modules, several book chapters and over 450 articles, papers, podcasts and presentations.

She is also the Founder and current Chairperson of Hisaar Foundation, Advisor and member Executive Board of Panjwani-Hisaar Water Institute, and a member of the Working Group on Food Security (government of Pakistan). She serves on the board of International Water Management Institute (IWMI), Sri Lanka, and is the Founder Co-chair of the Steering Committee of the global Every Woman Treaty (to end violence against women). Previously she has served for nine years on the South Asia and global Technical Committees of Global Water Partnership, Stockholm, and for a three year term as member of the National Commission on the Status of Women in Pakistan.



Ms Zia Niazi
Chief Operating Officer (COO)

Senior executive functions in for-profit and non-profit organizations and initiatives in Pakistan. With a Bachelors (Hons) and Masters degree from the University of Karachi, Zia has more than 15 years of work experience both as a national and an international consultant. Team leader and team member on several assignments, with extensive experience of working with civil society and private sector organizations, bilateral and multilateral aid agencies, and national and provincial government institutions.

Member, Board of Directors, Khushali Bank. Member, Regional Council for South Asia, a multi-stakeholder forum for debating and designing development policies and interventions for funding of Interchurch Organization for Development Corporation (ICCO)/Kerk-in-Actie, donor agencies based in the Netherlands. Member, Board of Governors and Editor, Bookgroup, a research organization that publishes instruments of change (briefing papers, policy papers and books for children) for initiating reform in the public education sector in Pakistan. Member, Council of Hisaar Foundation - a foundation for water, food and livelihood security with a special focus on women. Has served on missions of UN agencies and several multilateral and bilateral aid agencies.

Ms Kausar Hashmi
Manager, Research and Documentation

With a Masters degree from University of Karachi, Kausar has 15 years work experience in the documentation of research studies, primary and secondary data compilation, stakeholder consultations and workshops, research related networking and liaison operations as well as data processing, tabulation, analysis and report writing.
